I have the same problem

In fact, if I only have a DTS-MA track in my media file I don't get ANY audio (my receiver is capable)

Make sure you explicitly enable DTS passthough in setting. The setting is there, you have to switch to advanced level and scroll down.

We received some reports of HD audio showing up on amps during testflighting. However, we disabled this ability as it was thought to be the root cause of sometimes playing with no audio. Once we get some breathing room, we can resume our investigation regarding HD audio passthrough.

The ATV4 AudioUnit API only reports 48Khz as a valid sample rate.

Just to confirm, DTS-HD passthrough is disabled currently on the live App Store version right?

But it is possible and will return in the future sometime?

If our findings are valid and stable, yes.

I'm not sure if this would work but couldn't you just bit stream PCM at any sample rate and bypass the audio API in tvOS?

There's already the option to convert to AC3 and pass that through, why couldn't the same also be done for PCM at a different sample rate?

iOS will convert it to the actual hw device sample rates regardless of what you set. It's sneaky.
