HDR is possible. being worked on but will not make the upcoming 3.2 release.

Again, there is no API to switch the display frame rate under iOS/tvOS. Until Apple ever devices to expose this, auto frame rate on iOS/tvOS will not be possible.
However, from what I see, Apple does a very good job at playing non-display rate content.

According to release notes for 11.2, automatic framerate switiching has been enabled.
Release notes:
tvOS 11.2 includes new features, bug fixes, and security improvements in the OS and SDK, including:
- Automatic mode switching to native frame rate and dynamic range of video content with Apple TV 4K
- Support for switching Apple TV 4K display output to SDR for apps that are GPU-bound when running in HDR
- Restoring Unwatched category in Home Sharing for Movies, TV Shows, and Home Videos
