So after enough testing, I can now safely say the dv mp4s made from mkv's in fact DO WORK just fine :) I've ran my program on like 10 of them and they all show dv and look and play amazing, with better contrast in the darker scenes that hdr10 misses. I'll update my app and take mkv out of testing and into full on good to go mode.
I've also added total elapsed procedure time, disk space check before starting, and bumped it to version 2.0 since I don't think I can add any more features with the limited knowledge I have. multiple file support would be nice though if any coders want to add it for me :)

Getting wrong framerate error reported should be 23.976fps but reported as 48i? and the created file is 0mb .
So it seems like it's not working.

MKV, 2 video tracks, 2 audio tracks, 1 subtitle track, 2:23:19, 48i /1.001

I've never encountered this before and I've made so many mp4's already. could the mkv mediainfo be corrupt? you could try running it through mkvtoolnix to check it / auto-repair frame errors. maybe try again or try another mkv? that's odd for sure.

When I tried the original m2ts file it worked to make the mp4 file.

But Apple TV4k can't play it without stuttering and TV does not go into hdr mode.

Using "codec info" shows cpu going nuts at 294%

The file works when playing it on Shield TV.

it's too bad ATV 4k can't play it. the shield tv doesn't play in DV though, just hdr10 right? so far the only devices that play these mp4's in dolby vision are:
LG OLED TV's from usb/plex (b/c 7 and 8, not 6)
Vizio TV's (m and p series, not PQ) from usb only
UHD-BD player (oppo 203, sony x7/800)

can I see the mediainfo of your mkv?

Yes the file plays fine on my LG OLED B7 via USB and Dolby Vision is activated.
Shield TV plays it fine and enables HDR10.

so that's twice now you're not using a full mkv remux :p if the m2ts is 4x the size of the mkv, the compressed mkv will clearly not work. how are you making these mkv files? if it's a direct rip of the uhd-bd, it will be within a few hundred mb's of the m2ts.

this one wasn't an mkv file it was m2ts.

The main stream is reencoded to 40-45GB with Handbrake in settings I'm leaving framerate as original maybe I should force it to 23.976p.
Why should it be a problem if you reencode to less size of main stream ?
Why is it reported as 48i ...no other program report it as 48i only your program.

What parameters are the program comparing the framerate with?
24p<-->48i ..........something x2
