The AppleTV4K does display 'rate' switching. Not size. But it has an excellent rescaler. Unless you sit inches away from the display, you will never notice.

I was referring to the shield. And what's the point of the vertical sync if the refresh rate changes to match the video file? Also is the Apple TV 4K capable of high bitrate VC-1 files like 50Mbps ?
