that will only happen if you are transcoding... are you transcoding? or if the file only has one audio track
As soon as you activate Transcode quality, only the English audio track will be played back.
If transcode quality is disabled, I can select the track again.
Plex recognizes both audio tracks and I can still choose whether I want to listen in German or English.
Why is that ?
1. No user installed addons are supported, python or otherwise.
2. No, they really are not supported.

hm, will need to check as we don't specify audio language when we spec transcoding
